Description Of Job

Division of Motor Vehicles (DMV)

The Division of Motor Vehicles (DMV) provides services used by nearly every resident of the State. Colorado residents utilize identification, driver, and vehicle services at State and County offices to obtain identification cards, driver licenses, vehicle registrations, titles, and other related services. Additionally, the DMV licenses and provides oversight of private businesses and government organizations that provide driver and emission testing services. Finally, the division works closely with other state agencies and programs to provide information and education to serve the public and encourage voluntary compliance.

The professional in this Driver Testing and Education position will serve as a CDL Compliance Auditor within the Driver License unit.

Responsible for duties that include, but are not limited to:

  • Auditing Colorado 3rd Party tester performance as required by Federal regulations, to include an on-site inspection of records and the CDL testing site
  • Conducting the training required for CDL 3rd Party certification, refresher workshops, and mandated training
  • Determining compliance with the Colorado 3rd Party testing program by using audit findings and composing performance reports
  • Analyzing and comparing data to discover unusual practices or detecting fraud
  • Investigate complaint allegations, case and document preparation for formal hearings
  • Developing lesson plans, documents, and testing forms
  • Scheduling audits, training, and providing support to customers requesting CDL information;
  • Designing road test routes for training and 3rd Party testing units
  • Designing and constructing the AAMVA basic control skill testing course to meet specifications
  • Conducting inspections to ensure testing criteria is met

This position requires frequent travel throughout Colorado. The CDL Compliance Auditor must be able to travel throughout the state at least 30% of the time, including overnight travel.

The CDL Compliance Auditor will be required to complete drone pilot certification within 1 year of hire.

This is a grant- funded position.

Residency Requirement

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Applicants may be ineligible to apply for this position and subsequently disqualified if they do not have a Colorado address and a valid, unrestricted, Colorado Class B Commercial Driver License (CDL) at the time of application.

Class Code & Classification Description

Technician IV (H4M4XX)

Experience

Four (4) years of experience in an occupational field related to the work assigned to the position , including Training and Development, Accounting, Finance, Compliance, or Auditing.

Or

Education:

Appropriate secondary education in a field related to the work assigned to this position (i.e. Accounting, Business, Finance, etc.,) will substitute for the required experience on a year-for-year basis to meet the required four (4) years .

Preferred Qualifications

The preferred candidate will also possess the following qualifications:

  • Previous experience in developing and delivering training to adult learners
  • Experience interpreting and applying rules and regulations in a regulatory environment
  • Experience in a work environment in which laws, rules, and regulations are put into place
  • Customer service experience utilizing conflict resolution techniques and problem solving skills
  • Strong written communication, computer, and data entry skills
  • Prior work in a high-stress environment maintaining a professional attitude
  • Prior work collaborating and working on a team
  • Familiarity with Federal Motor Carrier Safety Administration (FMCSA) regulations

Necessary Special Requirements/Conditions Of Employment

  • Applicants must be at least 21 years of age
  • Applicants must possess and maintain a valid unrestricted State of Colorado Class B driver's license at the time of application (out of State Driver's Licenses will NOT be accepted).
  • Applicants must have driven a commercial vehicle for at least two years. The department will verify this information.
  • Colorado Fingerprint-based Criminal History Record Check Requirement: At the time of onsite interview, applicants to this position are required to submit fingerprints and authorize the hiring authority to complete a fingerprint-based criminal history record check through the Colorado and Federal Bureau of Investigation; pursuant to Colorado State Law 42-1-244 C.R.S. (2015). The department may use this information to make employment decisions concerning such employees.

Class A Driver License With Passenger Endorsement

Newly hired employees into this function will be required to obtain a Class A Driver License with passenger endorsement within six (6) months of employment. Failure to obtain this license and endorsement during the first year in position may result in removal from the position and possible termination.

Drone Pilot License

The CDL Compliance Auditor will be required to complete drone pilot certification within twelve months (1 year) of hire.

Conditions Of Employment With The CDOR

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR , all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.

Pursuant to the Universal Driving Standards Policy , any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To Be Compliant With The New Fleet Vehicle Policy, Motor Vehicle Records (MVRs) Will Be Pulled For Review For Workers Who

  • Have an assigned State fleet vehicle
  • Are required to operate a vehicle as part of the position
  • Utilize a State fleet vehicle as a pool vehicle
