Minimum Qualifications:

  • Degree: Master’s Degree in Public Health or Masters of Epidemiology or Masters of Tropical Medicine and Hygiene from a body accredited by the Council on Education for Public Health (CEPH).

  • Experience: Minimum of three (3) years of post-graduate experience within the last five (5) years routinely practicing as an Epidemiologist along with three professional references.

  • Required Training: Currently Basic Cardiac Life Support (BCLS) certified before commencing services under this contract.

This job description is not intended to be all inclusive. Therefore, the employee may be requested to perform other reasonable duties as assigned by the immediate supervisor or other management as required.

Required Skills/Abilities

  • Perform Epidemiology services in accordance with the prevailing standards of practice for Epidemiologists in the United States. These services include, but are not limited to, public health and disease surveillance data collection and analysis; expected performance outcomes include data and trend analysis reports, complex data evaluation with result reports, statistical analyses, and/or graphic/chart representation of data and analyses as required.

  • Investigate gastrointestinal or other disease outbreaks and recommend appropriate control measures. Perform interviews with patients, family members, and/or other contacts as needed.

  • Interview all patients admitted to the Military Treatment Facilities/Health Clinics with gastrointestinal infection at the earliest opportunity, preferably while the patient is still in the hospital to ensure timely collection of epidemiologic information.

  • Complete evidence-based public health program evaluation to include designing, planning and implementation of complete program evaluation plans, qualitative and quantitative data analyses through multiple methods (i.e., surveys, focus groups as needed, etc.), statistical evaluation of program outcomes and cumulative reports of findings.

  • Provide professional epidemiological and public health advice to medical personnel with regard to patients and populations suffering from gastrointestinal infection, either out- or in-patient.

  • Advise the Chief of Infectious Disease of any problems encountered, or anticipated, in connection with meeting the needs of the population. Continuing problems of any nature shall be reported in writing.

  • Responsible for producing weekly/monthly GI reports.

  • Prepare all reports required by the funding agency, the Armed Forces Health Surveillance Branch Global Emerging Infection Surveillance and Response Program.

  • Adhere to the Centers for Disease Control guidelines concerning universal precautions while providing required services.

  • Perform general epidemiology roles, to include outbreak investigations and public messaging of general health risks, as directed by the Chief of Infectious Disease, so long as these duties do not interfere with performance of specific GI Epidemiologist functions above.

  • Verify the content and correctness of all prepared and transcribed reports by affixing his/her own signature and stamp to all copies of the document and validating its contents.

  • Perform patient testing; examples include, but are not limited to, specimen processing; molecular and PCR based techniques; other tasks and techniques associated with microbiological, viral and molecular methods.

  • Report patient test results into the LIS (CHCS), ensure all work documents are accurate and completed in full.

  • Comply and participate in all Quality Control/Quality Management protocols and procedures as applicable to the tasks identified in this PWS. This includes (but is not limited to) performing Quality Control procedures applicable to testing performed and equipment used; review and comply with established SOPs; comply with all training, on-going education and safety requirements.

  • Perform reporting and administrative requirements; this includes, but is not limited to, participating in result certification; report generation; and SOP review and modification as required by supervisor or designee; maintain a weekly epidemiological report of GI testing results; assist in research procedures, manuscripts and documents.

  • Comply with all technical, MTF and unit specific training requirements.

  • Organize and present at outreach/recruiting, and conference events at the MTF, as well as to outlying clinics (as required). Present at outreach/recruiting events in order to encourage clinics to participate in surveillance program. Present at conference events in order to report surveillance findings. Presenting outreach/recruiting and conference events to outlying clinics requires traveling to locations including, but not limited to, local clinics within the Kaiserslautern Military Community and clinics in MEDDAC-B located in Vilseck, Germany, Italy, Belgium, Spain, Great Britain. Outreach activities may require an overnight stay due to their distance from LRMC.

  • Perform a minimum of one outreach activities per month. Travel and outreach activities shall occur Monday through Friday.

  • Track GI related expenditures to project renewable costs; review GI weekly trends in resulting for submission to preventive medicine and host nation officials (as needed); maintain and submit specimen surveys as required.

  • Recruit submission of GI specimens from outlying clinics on a weekly basis; ensure that specimen surveys are filled out and included with specimens; ensure that GI testing results are regularly submitted and received by participating clinics.

  • Perform additional tasks as assigned within the scope of a regular laboratory technician, Quality Control/Quality Management and GI duties.
