Manager, Business Continuity & Emergency Management

Summary

As a Manager, Business Continuity & Emergency Management, you will have the unique opportunity to lead the development and implementation of critical strategies to mitigate wildfire, seismic, and large-scale geospatial risks for PGE. You will oversee a team of specialized professionals, conducting advanced research and analytics to inform risk mitigation strategies that support PGE's long-term goals and objectives. A successful candidate will have expert knowledge of electric utility engineering and risk mitigation principles, coupled with advanced decision-making and problem-solving skills. This role offers the exciting chance to shape PGE's resilience against natural disasters and contribute to the safety and reliability of energy services for millions of customers across Oregon.

Key Responsibilities

Management & Functional Leadership - Manages a team of specialized professionals responsible for developing the planning, data, and analysis related to assessment of wildfire, seismic, and large scale geospatial risks; prioritizes resources; identifies and resolves complex and cross-functional business problems; establishes goals and processes; and communicates business and operational priorities and information. Establishes and maintains contacts with management levels within and outside the company and at government agencies and with industry experts in accomplishing the wildfire program objectives.

Wildfire Analytics - Leads research and analytics to examine wildfire, seismic, and geospatial risks; develops insights to support operations during large scale events, develops risk mitigation strategies that support PGE's long term goals and objectives, informs officers and BOD of current level of risk, interfaces with federal, state and local government agencies on wildfire analytics and programs.

Wildfire Meteorology - Oversees the Wildfire Meteorologist to analyze weather patterns and conditions to assess increasing wildfire risks. Develop and implement a weather data monitoring strategy that enables granular wildfire analytics that informs operations. Assess new tools and technologies that advance our wildfire science capabilities.

Wildfire Mitigation - Leads development of risk mitigation strategies to decrease wildfire exposure across the T&D system. Investigation of new technologies for deployment to meet risk reduction goals. Work cross-functionally to ensure multiple programs are leveraged to ensure the greatest value for PGE and customers. Lead engineering team in support of risk mitigation project design and construction. Assist in ongoing analysis and maintenance of deployed technologies in coordination with operational units. Assist developing new design and construction standards that reduce wildfire risk e.g. establishing undergrounding zones, minimum design standards, requiring enhanced inspections.

Research & Development - Develop and implement R&D strategy to support corporate strategies and objectives. Manage the R&D program to ensure execution against the program goals. Engage multiple organizations within and external to PGE in support of R&D projects. Lead industry research consortium engagement and university research engagement in support of corporate objectives. Report program outcomes to PGE officers and OPUC staff. Manage R&D budgets to meet expectations of internal and external stakeholders.

Manage Strategy - Develops strategies for establishing highest-level functional priorities and ensuring achievement of major corporate objectives to reduce high level risk exposure; interprets corporate policies and direction statements to carry out intent of executive management. Establishes partnerships with other departments/functional areas to develop and implement plans in response to changing environments and customer expectations.

Stakeholder Engagement / Interface - Manage engagement and support coordination with internal and external organizations involved in Wildfire risk modeling/data stream activities including county, state, and federal, other utilities e.g. BPA, PacifiCorp, EWEB, Transmission and Distribution, Corporate Communications, Government Affairs, Ethics and Compliance, Regulatory Affairs, and others. Interface with electric sector coordinating councils and other industry groups in areas of wildfire analytics, resiliency, and weather science. Support Wildfire Operations during PSPS pre-event planning, mitigation, response, and recovery.

Financial Management - Monitors and manages expenditures, ensuring that all financial targets are met, and examines any areas where budgets/expenditures vary from plan; assists with the definition and operation of effective financial controls and decision making.

Resourcing - Oversees resourcing decisions and planning for team; partners with HR in the definition of jobs, recruitment, evaluation and selection processes.

Professional Development - Determines organizational development needs in line with business needs and strategic direction of department; generates development strategies to achieve required change; monitors progress and evaluates business benefits achieved; provides guidance in the creation of development plans; monitors ongoing progress and provides coaching and mentoring and provides feedback; completes annual performance management reviews.

Education/Experience/Certifications

Education

  • Requires a bachelor's degree in engineering or related field or equivalent experience. PE preferred.

Experience

  • Typically 12 or more years in engineering and/or asset management of electric utility infrastructure in a heavily regulated industry or other related field.

Compensation Range:

$119,840.00 - $222,560.00

Actual total compensation, including a performance based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. While we anticipate the selected candidate for this position will fall towards the middle or entry point of the compensation range, the decision will be made on a case-by-case basis.
