Introduction
The Prince William Public Library Human Resources Department is seeking a Senior Human Resources Analyst to help provide exceptional internal customer service to the management and staff of the Prince William Public Libraries. This position will be responsible for several key functional areas within the division as well as supervising staff. The Prince William Public Library employs over 270 staff including full, part-time and substitute positions, in multiple locations.
This position is in the Administrative Support Center of the Prince William Public Libraries. Travel is required to all 12 branches and additional venues.
About This Role:
Supervises the Education and Outreach Analyst, and Administrative Coordinator. Responsibilities include career development, performance management, and recruitment process.
The Senior Human Resources Analyst position is responsible for three (3) functional areas within the division.
Library Training Office:
Monitors the performance of the Training Office in alignment with the PWPL Strategic Plan.
Responsible for the PWPL Training Office budget.
Works directly with outside vendors.
Responsible for determining training software needs.
Conducts training needs assessments to determine organizational training needs.
Assists with creating agency policies and procedures regarding training.
Prepares and facilitates training for Library staff on Human Resources related topics.
Payroll
Responds to and resolves escalated payroll issues. Acts as a liaison with the County, as needed.
Creates complex reports for various needs within the agency.
Works closely with managers and supervisors to ensure that all labor laws are adhered to.
Volunteer Office
Works closely with the Department of Information and Technology to ensure that the Volunteer Office software complies with County regulations.
Creates and monitors Volunteer policies and procedures.
Works closely with Volunteer Supervisors to fulfill needs within the organization.
Responsible for the Volunteer Office budget.
Minimum Requirements: Highschool diploma or G.E.D and 5 years of Human Resources experience.
Preferences:
Experience simultaneously managing multiple functional areas to include payroll administration, training & development, volunteer management, or recruitment.
Experience supervising direct reports and assisting managers with personnel management needs.
Experience with conducting organizational wide training needs analysis.
Experience selecting and managing outside vendors.
Experience in resolving payroll issues.
Experience managing a Volunteer Program.
Proficiency in the Microsoft Suite and other training / HR related software (For Example: Niche Academy, Neogov, Articulate, etc…)
Special Requirements: The position requires travel to other branches within the system. A DMV check will be conducted for employees who drive while on County business.
Work Schedule: This is a full-time, exempt position. The hours of the position generally fall between 8:30 a.m. and 5:00 p.m., Monday - Friday. May occasionally require a weeknight or Saturday, one or two times per year.
Hiring Salary Range: $70,921.50 - $97,968.00
